Institutions in crisis-hit Lebanon have reached a state of disrepair that mirrors the country's broader unravelling. At the Justice Palace in Beirut, judges are on strike over wages as paper files of cases to be heard stack up in cabinets, and cigarettes and dirt litter the floors of empty hallways.
