Penpa Tsering, the leader of the Tibetan government-in-exile, says he remains "hopeful" that stalled talks with China over the status of Tibet could resume even though "there has been no traction" in over a decade. "If there is no hope, then there is no struggle," Tsering says in an interview with AFP during a visit to Washington. IMAGES AND SOUNDBITES
