UN Secretary-General, Antonio Guterres, announces that the Central Emergency Response Fund will release $250 million to "support some of the most vulnerable people" in the world, including those at risk of famine in the drought-hit Horn of Africa. Speaking at a press conference on the sidelines of the 36th African Union summit in Addis Ababa, the capital of Ethiopia, Guterres bemoans the Security Council's lack of African representation, saying "the biggest injustice that exists today in the Security Council is that lack of at least one African permanent member".
