Kosovo and Serbia stopped short of signing a potentially landmark deal late Saturday night after holding a marathon round of talks, as the EU hailed achieving progress toward reaching a long-sought agreement between the arch foes. "I can announce that Kosovo and Serbia have agreed on the implementation annex of the agreement on the path to normalisation of relations between them," says EU foreign policy chief Josep Borrell.
