Commission chief Ursula von der Leyen said negotiations with Germany's transport ministry are "progressing," at a press conference after a meeting with 27 European Union leaders. Tensions between France and Germany rose after Berlin upset some of its partners by blocking a deal to prohibit new sales of fossil fuel cars from 2035.
