French Housing and Urban Affairs Minister Olivier Klein announces a fourth casualty in a a building collapse in Marseille. Seemingly without consultation with local authorities, the announcement prompted the mayor of Marseille, Benoit Payan, to leave the press conference. Emergency services confirmed the death shortly afterwards. SOUNDBITE
