"What we believe is that there is a change for peace today" says Catherine Colonna, the French Foreign Affairs Minister, on a visit to Baku, the Azerbaijani capital. Speaking after Azerbaijan's criticism of France over its perceived lack of action in calming tensions in the South Caucasus region, Colonna says "I am not ignorant of your frustration, nor of your need for transparency".
