At the Petersberg Climate Dialogue in Berlin, France's Minister of Energy, Agnès Pannier-Runacher, calls for "the greatest possible transparency on the 100 billion target" in annual climate funding. The French Minister adds that "sectors such as finance, aviation and maritime transport" must participate in the financing of the fight against climate change. In 2009, the chaotic UN climate summit in Copenhagen saw rich nations promise $100 billion a year by 2020 to the Global South, but last year the OECD said the amount delivered was still $17 billion short.
