Customs officers and police are carrying out checks in and around Lyon as part of Operation Colbert, a vast operation launched by the French government to combat tobacco smuggling. At Lyon-Saint-Exupery airport, the head of the customs team believes that "we are in a bit of a permanent Colbert operation, since the flow of contraband tobacco through the airport is never-ending".
