The investigation has been mired in controversy even before the first witness is called. Requests made by the inquiry chair for ex-PM Boris Johnson's unredacted WhatsApp messages prompted a legal challenge from the UK government, and bereaved families have condemned the decision not to include any of their testimony in the investigation's first six-week phase.
