They strongly rely on outside help, rescuers like Vitaly Khomenko, who are vital in delivering the much-needed water -- even under "constant shelling". "Today my colleagues spent almost the whole night in the basement because there was artillery shelling," he says. But "every rescuer has a slogan: 'who else but me", "who else but us'.
