Guatemala's top electoral court clears the way for a runoff presidential election, seeking to end a stretch of legal maneuvering after an inconclusive first round. "Elections are won at the ballot box, with the sacred suffrage of the citizens," says Irma Palencia, President of the Supreme Electoral Tribunal, at a press conference.
