Latin American and Caribbean environment ministers are refining a unified proposal for presentation at COP28, scheduled to commence in Dubai on November 30. During a summit in Panama City, Colombia's Environment Minister, Susana Muhamad, emphasizes the significance of achieving a consensus, saying, "Latin America is one of the most vulnerable continents and its populations are specially vulnerable by climate change.
