Madagascar's national election commission says the provisional participation rate in the country's presidential elections is at 39%. "Across the 250 polling stations, there are 3,1521 people registered and 51,422 people voted, so that’s a participation rate of 39%," says Soava Andriamarotafika, the election commission's general rapporteur.
