Independent tunnelling expert Arnold Dix, who is overseeing the rescue of the 41 men trapped in a Himalayan road tunnel in India's Uttrakhand state says that the incident should serve as a "lesson" for India and the world as emergency workers struggled to free the trapped workers on Day 12.
