EU leaders arrive for the second day of a crunch summit confident that an agreement will be reached concerning financial aid to Ukraine. "We will reach an agreement on the financial aid, because there was a clear political will" says Estonian Prime Minister Kaja Kallas, "it was just three o'clock already, and it was clear that we were not reaching a solution yesterday". The summit's first day saw Hungarian Prime Minister Viktor Orban block 50 billion euros in aid to Ukraine, after leaders side-stepped his opposition to agree to open talks with Kyiv on joining the bloc.
