As an EU summit in Brussels comes to an end, European Council chief Charles Michel tells the closing press conference that their move towards enlargement sends a "very powerful political message" and is "a signal of hope". European Commission President Ursula von der Leyen says their decision to open "accession negotiations" with Ukraine and Moldova and to grant Georgia candidate-country status would be a "landmark".
