In September, when Mar Galcerán was elected to Valencia’s regional assembly, she became the first lawmaker in Spain -- and one of very few in Europe -- with Down Syndrome. "My goal here is to work with my party to achieve the programme, and also to change society's view of people with disabilities" she says, ahead of a draft amendment to the Spanish Consitution, set for final approval this week, that would replace the term "handicapped" ("disminuido" or the more colloquial "minusvalido") with "people with disabilities". This revision would be only the third change to the Spanish Constitution since its implementation in 1978 and is the first of a social nature. IMAGES AND SOUNDBITES
