Russian political analyst Abbas Gallyamov says that President Vladimir Putin's decision to appoint economist and technocrat Andrey Belousov as the new defence minister is caused by Shoigu's "failing" in Russia's offensive against Ukraine. On 12 May, Russian President Vladimir Putin removed veteran defense minister Sergei Shoigu and replaced him with a top economic official, Belousov. SOUNDBITES
