"When the water flowed, life returned," says Walid Mohammadia, one of many farmers in a rebel-held area of northwestern Syria who no longer have trouble irrigating their fields. The rehabilitation of the Bala reservoir has breathed new life into the region's farms, which had been relying on rainwater ever since electricity was cut off with the outbreak of war more than a decade ago.
