Ilek Santiago died in poverty, with no pension and no health insurance. He was 73 years old, 53 of them in the Dominican Republic, where he had immigrated from Haiti to seek out a miserable living in the Haitian-dominated sugar cane industry.
Sharing an island, Haitians in the Dominican sugar farm often work illegally, ineligible for Dominican citizenship because in 2013 the country's Constitutional Court ruled in a decision that revoked the identity card of all those born since 1929, which includes mostly Haitians brought to the Dominican Republic to work on farms and their descendants.
