It was a dream come true: a luxury apartment building standing a few meters from the beach and overlooking the Pacific Ocean. However, days of intense rain transformed this exclusive property in Chile's resort city of Vina del Mar into a nightmare, when a third sinkhole opened in less than a year. Intense storms, result of the El Niño phenomenon and climate change, has exposed the cracks in a boom in urban development in the last 20 years in Vina del Mar. IMAGES AND SOUNDBITES
