Beijing blames the Philippines for a clash in the South China Sea in which video footage showed Chinese coast guard sailors brandishing knives and an axe.
"Philippine boats... deliberately rammed Chinese boats. In addition, Philippine personnel poured water and threw objects at Chinese administrative staff. These actions clearly escalated tensions on the sea," foreign ministry spokesman Lin Jian said. SOUNDBITE
