Ukrainian President Volodymyr Zelensky says Moscow is taking advantage of Kyiv's western allies' hesitation over allowing Ukraine to strike deeper into Russian territory. "The delay in this process leads to Russia moving these military targets deeper into Russia," the president says, implying London and Washington have not agreed to let Ukraine strike further into Russia, a key demand from Kyiv.
