Azerbaijan's oil and gas resources have "shaped the culture, society and the international character of Baku," says energy expert Kamalya Mustafayeva, ahead of the city's hosting of COP29. Oil and gas revenues constitute some 35 percent of the country's GDP and half the state budget, and with reserves expected to run out within several decades, Azerbaijan wants ""to turn into money the maximum of its hydrocarbon resources," according to energy expert Ilham Shaban.
