Volunteers and law enforcement officers from Florida Fish and Wildlife Conservation Commission (FWC) assist in the aftermath of Hurricane Helene. "We have to think of it as having to be restructured and maybe not the same as it was, because we can't keep putting this stuff back," says the Mayor of Ceday Key, an island city of 700 people just off Florida's northwest coast, that was nearly flattened as Helene made landfall as a Category 4 hurricane.
