A town in the Kazakh Steppe, on the shores of Lake Balkhash, sets itself for a referendum on October 6 to find out if they want the construction of a nuclear power plant. Ulken town resident and engineer Sergei Tretyakov is convinced his country "needs" a nuclear power plant, adding "if we don't do this now, we simply won't have enough electricity".
