French Foreign Minister Jean-Noël Barrot meets his Ukrainian counterpart Andriï Sybiga in Kiev to discuss the “victory plan” and the second peace summit called for by President Volodymyr Zelensky. This meeting comes less than a week after the Ukrainian president made public his “victory plan” designed to guarantee “a just peace” with Russia, while Seoul is warning of the presence of North Korean troops on Russian territory to reinforce Moscow's forces. During the joint press conference, the head of French diplomacy says a Russian victory would "precipitate the international order towards chaos, which is why our exchanges (...) must enable us to advance President Zelensky's peace plan”.
