The environment, violence in Haiti, organized crime and youth employment are discussed at the closing of the Ibero-American Summit, marked by the absence of main leaders and with no consensus. Of the 19 participating delegations, 18 signed an unofficial document, the "Basin Declaration", in an attempt to save the draft worked on during the meeting, which in the end was not unanimous due to Argentina's rejection.
