Swedish Prime Minister Ulf Kristersson describes Russia's use of a "shadow fleet" of tankers to export its oil in defiance of EU sanctions as "totally unacceptable," as he arrives at the Joint Expedition Force (JEF) summit in Tallinn, Estonia.
