M23 has seized vast, fertile and mineral rich territories to finance its war effort in eastern Democratic Republic of Congo--setting up its own administration and tax collection. One such area is the Rubaya mine in North Kivu, the largest coltan mine in the country, controlled by the armed group since April 2024.
