Three months into protests against the Georgian government's shelving of EU membership talks, rights activist Nadim Khmaladze received a summons: a total of 45,000 lari (around $16,000, ed.) in fines for briefly blocking traffic along Tbilisi's central avenue. Khmaladze is one of thousands of Georgian protesters facing crippling fines for taking to the streets, a change of tack from the government's violent crackdowns on an unprecedented protest wave last December.
