Description
On April 30, 1967, Lieutenant Bill Kolender who would go on to become San Diego's Chief of Police from 1975-1988 answers questions from CBS 8's Harold Keen about the San Diego Police's practice of being overly aggressive at stopping people on the street with little or no basis for suspicion. Lt. Kolender explained how the practice has shown statistically San Diego ranks extremely high in crimes solved.
