John and Jennifer Jaskowiak have a binder full of photos documenting their water woes with the city of San Diego. In December, they said water started flowing from their backyard onto Newmont Drive in Rancho Peñasquitos. “We saw water coming out of our side drains on both sides of our home and water leaking out of the surface of the asphalt in the center of the street,” said John Jaskowiak. A month later, a 36-inch water main cracked and started spraying water in front of their house. The city repaired the water main but the sidewalk is still buckled up.
