People in southeast San Diego say speeding cars are causing safety issues in their neighborhood of Emerald Hills. "Hit and runs. They'll hit and they will run," said Joanna Aguirre, who has lived in the neighborhood more than 40 years. She says speeding drivers have hit and totaled parked cars. "The person came speeding up the street like 100 miles per hour and spun out hitting the neighbors car. Then this neighbor over here, her car got flipped," she said.
