In his 30 years with the Skagit County Sheriff's Office, Lt. Jeff Willard said he's never seen anything like it. "It's unbelievable," he said. "First of all, it's hard to believe somebody would dump so many used tires." At least 450 tires, that's 8,500 pounds — enough to fill a massive shipping container with plenty of overflow — were discovered in the areas around Clear Lake and Big Rock in rural Skagit County. It's believed they were dumped the night of Janu. 11 over a sprawling 12-mile stretch of road.
