NOPD officers arrested a 16-year-old boy, who is believed to be tied to the shooting death of Washington business owner Jacob Carter. Carter a bagel shop owner from Tacoma, was identified Monday morning by the Orleans Parish coroner after a deadly shooting on Jan. 5. He was killed in the Marigny early Friday morning.
