Tropical Storm Francine is expected to become a hurricane by Tuesday morning before passing about 100 miles southeast of Galveston as a Category 2 hurricane early Wednesday morning. This places Southeast Texas on the weak side of a strong hurricane that's accelerating to the northeast toward the Louisiana coast. Both of these factors will reduce the impacts here in Houston/Galveston.
