Vanessa and Patrick Murphy had been waiting for the City of Houston to take action for months. In December, they called 311 about a water leak, but no one ever came out to check it. Then, a few months later they got a bill. “We live in Sagemont, not in a place where we could afford an $8,000 water bill," Vanessa Murphy said when KHOU interviewed the couple in February. The bill for the month before looked normal because it was estimated, so they didn’t realize it was a problem.
