April 9 on The Story: At the beginning of January, Portland's city government underwent a transformation. The old four-member, commission-style council with direct oversight of city bureaus gave way to a 12-member council and a bureaucracy overseen by a professional city administrator. Naturally, there have been growing pains as the new council members — most of them brand new elected officials — figured out the levers of government, and without any instruction manual for Portland's new system. On top of that, they're staring down the barrel of a $93 million budget gap. We sat down with their elected president, Elana Pirtle-Guiney, for an exclusive one-on-one interview to find out how things have been going.
