April 1 on The Story: Portland detox facilities are reporting a puzzling number of unused beds, which some operators have blamed on a lack of longer-term sober housing, an essential next step to recovery. But sober housing operators are also facing an empty bed problem, for a different reason. Operators rely on "Flex Funds" from insurers like CareOregon, which are funded by programs like Medicaid and Medicare. The application process was tightened last year in an effort to reduce waste and fraud, and sober housing operators say the result has been a loss of almost all funding, leaving them struggling to fill beds and keep facilities open.
