Feb. 27 on The Story: Since the end of the COVID-19 pandemic, people at all levels of government and the business community have been trying to do something about the state of downtown Portland, which is traditionally a big economic engine in Oregon. While things have improved over time, they haven't rebounded as dramatically as anyone hoped.
