Feb. 18 on The Story: Recently, the Bay Area city of Fremont took the crackdown on homeless camps to a new level. Not only will the city ban camping on public property, a new ordinance criminalizes "aiding and abetting" those camps. What that means is pretty vague, but it's enough to intimidate the providers who work with homeless people on a daily basis. The reason a California city can outright ban public camping is due to a decision at the U.S. Supreme Court last year, brought by the southern Oregon city of Grants Pass. Ironically, Oregon cities are more limited in their restrictions due to a state law. But it's not clear that the law will remain as it is for long, which means providers here could conceivably find themselves subject to a similar backlash.
