Feb. 12 on The Story: The Portland metro area is seeing freezing temperatures this week, plus the expectation of snow and ice on the way. That's an existential threat for people living out on the streets. Fortunately, conditions have met Multnomah County's criteria for opening emergency shelters, and homeless outreach groups are doing everything they can to distribute warm clothing and providing places to go.
