Mayor Keith Wilson announced this week that Portland will bankroll 50 full-time shelter and recovery beds at the Bybee Lakes Hope Center, part of a 17-month pilot project. The city's effort will join one from Multnomah County, which is replacing beds that are being lost with the closure of another shelter.
