Jan. 30 on The Story: In the run-up to the 2024 election, Keith Wilson's biggest campaign promise was to end unsheltered homelessness in Portland within his first year in office. Now that he's helming the city as mayor, Wilson is setting that plan in motion. His strategy is to open up a big network of overnight congregate shelters throughout the city, leaning on nonprofit organizations to staff the shelters and institutions like churches to host them. But an outreach worker who recently left the Salvation Army said that she's seen how this rapid push to stand up new shelters is bringing on staff with little time for proper training, leaving them ill-equipped to work with a homeless population in crisis.
