Description
Jan. 13 on The Story: In 2020, Portland-area voters approved a new tax on high-earning individuals, couples and businesses, meant to fund services like outreach, shelters and rental assistance in order to fight homelessness. It's been a bumpy road at times for the Supportive Housing Services tax, but one thing is for sure — it has brought in a lot of funding for counties to use on homelessness. But voters may soon have a new ballot measure to vote on, this time to modify the SHS tax as it is now. The Metro Council proposes to lower the tax rate and index it to inflation, form a new oversight committee for the funding, and add affordable housing development to the list of possible expenses. Oh, and Metro would extend the sunset on the tax from 2030 to 2050. The idea hasn't been popular with many county leaders, but it does look to be moving ever closer to the ballot.
