Jan. 2 on The Story: Portland's newly expanded city council convened for its first official meeting Thursday and elected Councilor Elana Pirtle-Guiney from District 3 to serve as council president. It was a close contest that began with a 6-6 deadlock and ultimately required several rounds of voting to break the tie.
