Nov. 15 on The Story: This week, officials with the Multnomah County-helmed Joint Office of Homeless Services introduced and adopted a new policy around one of Portland's more controversial issues: how the office buys up tarps and tents for distribution to homeless people living on the streets, often resulting in the city later paying to haul them away during sweeps. While the new policy includes some limits that weren't present previously, critics say it's more of the same — and an attorney for Portlanders with disabilities argues that it will threaten the city's settlement of their lawsuit under the ADA.
