Oct. 18 on The Story: This week, three members of the Portland City Council signaled their readiness to end a seven-year partnership with Multnomah County on the Joint Office of Homeless Services. While the joint office is effectively a county-helmed agency, Portland pays roughly $30 million a year to support the services it provides. But less than three weeks before the November election, commissioners Rene Gonzalez, Mingus Mapps and Dan Ryan — all of them running for office — have said they're ready to call it quits, citing the joint office's failure to hit certain key metrics, among other things. Even if Portland's contribution to the joint office is only about 10% of its budget, the potential end of that partnership sets up incredibly uncertain future for the homelessness response in Portland and beyond.
